It was also to counter the assertions of groups like Hindu Mahasbabha that casted doubts on loyalty of Muslims and regarded Muslims in general as invaders and not citizens of the soil or that they could not be loyal to India because Islam is not an "Indic religion". It is an interesting document precisely because he uses theological references regarding his position on this being an Islamic scholar himself. An interesting read nonetheless.
